Truro and Penwith College celebrates Ofsted report that praises Young People’s Education and Apprenticeships

Truro and Penwith College continues to set the benchmark for excellence in further education, as highlighted in its latest Ofsted inspection.

The Ofsted report, published this week following a four-day visit in December, highlights the college’s exceptional commitment to student success, industry-aligned training, and outstanding personal development opportunities.

Ofsted rated the college Outstanding for its Education Programmes for Young People (16-19) and Apprenticeships, ensuring students leave well-prepared for higher education and employment.

In awarding the college an overall effectiveness rating of Good, Inspectors praised the college for helping students, “make exceptional progress and rapidly develop significant new knowledge and skills,” benefitting from, “ambitious, well-sequenced curriculums that equip them very well with the skills, knowledge and resilience needed for their next steps.”

Tutors at Truro and Penwith College were commended for delivering engaging, high-quality lessons that challenge students to apply their learning effectively.

For example, A Level biology students confidently tackle complex medical diagnostics, while T Level students develop problem-solving skills through real-world projects.

The inspection follows an exceptional summer of results, with over 1,000 learners securing offers for their first-choice university, a 100% pass rate in 54 subjects, and 15 students progressing to Oxbridge universities in September 2025.

The Department for Education released its 16-18 A Level performance tables this week (Thursday, February 13), which show that Truro and Penwith is not only the largest college provider of A Levels in Cornwall, but also the top performing.

Truro and Penwith is among the top apprenticeship providers in the UK, being one of only five Expert Apprenticeship Providers recognised by the Department for Education.

On its strong employer partnerships, Inspectors stated: “Apprentices gain hands-on experience, working alongside industry experts to refine their competencies.”

Apprentices, they said, thrive in an outstanding training environment, growing in ambition and pride through, “training closely aligned with industry needs, supported by strong collaboration between staff and employers.”

The college was recently shortlisted as one of only four Apprenticeship Providers of the Year at the national Apprenticeship and Training Awards.

Ofsted highlighted that adult learners benefit from courses tailored to local workforce demands, including Skills Bootcamps in health and leadership. These programmes provide adults with valuable new skills and confidence, helping them progress in their careers.

The college’s commitment to Personal Development and positive Behaviour and Attitudes were both rated as Outstanding, with students benefiting from a wide range of enrichment activities, including sports academies, creative arts exhibitions and leadership opportunities.

The college fosters an inclusive and respectful culture, ensuring all students feel valued and supported, Ofsted reported. Specialist staff provide high-quality careers advice, helping students navigate their next steps into further training, apprenticeships, or employment.

These experiences, they noted, build confidence, teamwork, and resilience, ensuring students leave as well-rounded individuals.

Inspectors added: “Across all provision types, students and apprentices feel valued and safe. They appreciate the respectful and inclusive culture that staff promote and value the personalised careers advice that helps them identify clear progression pathways.”

A key strength highlighted by Ofsted is the college’s strategic role in shaping Cornwall’s workforce, working closely with industry partners to develop training in renewable energy, healthcare, and engineering.

Ofsted awarded the college the highest possible grade of ‘Strong’ for its contribution to meeting skills needs, both locally and nationally.

A prime example it said is the state-of-the-art STEM and Health Skills Centre in Bodmin, which provides cutting-edge training for future medical, engineering, and digital professionals.

Inspectors praised the college’s governance and leadership for setting high expectations and fostering a positive, ambitious learning environment.

“Leaders have a deep understanding of Cornwall’s economic and skills landscape and engage exceptionally well with key stakeholders. They have cultivated a culture of excellence that drives exceptional teaching and training for young people and apprentices,” the report states.

Inspectors also acknowledged that provision for students with high needs is undergoing positive improvements with new systems and processes now in place. “While it is too early to measure the full impact,” of these improvements Ofsted said, they noted the college’s proactive approach to enhancing support for these learners.

Speaking of his pride at the Ofsted report, which is due to be replaced in September with a new report card style grading mechanism, College Principal Martin Tucker, said: “I am immensely proud that Ofsted has recognised Truro and Penwith College’s ongoing commitment to delivering outstanding education and apprenticeships for school leavers and adults.

“This achievement is a testament to the dedication, passion, and expertise of our staff, as well as the invaluable support from our students, employers, and wider community.

“Our success on skills reflects the strong partnerships we have built and our focus on delivering life-changing opportunities for learners.

“While we celebrate this success, colleagues, Governors, senior leaders, with our partners and stakeholders, remain focused on continuous improvement to ensure every learner at our fantastic college continues to reach their full potential.”
